In order to increase the number of training places for overseas, to establish at High Lodge on the Thetford Estste of the Forestry Commission an annexe of the Brandon Training Centre to accommodate 100 trainees, or if necessary 200 during the period ending on 31st July next or on some date in August. ----------
1. The total number of training places available for intending overseas settlers at the Brandon and Claydon Training Centres is 500. At the former the course covers a period of seventeen weeks and at the latter the course I one of ten weeks.
2. The number of applicants for training who have been accepted for subsequent settlement in Canada exceeds the accommodation available at the Centres by more than 200 men and the excess may prove much greater. It is considered very undesirable that these applications which are mainly from the undesirable areas should be refused and it is proposed, therefore, that necessary measures should be taken to ensure that the men are trained in time to proceed to Canada by the end of July, which is the last date possible to enable the men to take part in the work of the present Canadian season.
3. With the short period available for training it is proposed as an emergency measure to introduce two courses of about 6 weeks each and to pass 100 men through each course. It is impracticable to introduce these trainees into the courses at present current at the two residential centres and further, there is insufficient hostel accommodation;consequently it is desirable that a separate establishment under the control of one of the Centres should be set up temporarily.
4. There is a small farm available about 4 miles from Brandon which would be suitable for the purpose; stabling and 52 acres of rough land being available. The tenant of the farm, which is the property of the Forestry Commission, is not at present working it, and is agreeable to the Ministry making use of the farm for training purposes. In consideration of the work of clearing which will be carried out and of his employment as an instructor, the tenant will only make a nominal charge. He is suitable for the post of instructor and his services will be required. The Forestry Commission will place any additional land required at the disposal of the Ministry without charge in consideration of the Ministry making only a nominal charge for work done on the land. There may be compensation of say £50 to be paid to the Shooting Tenant.
5. The men will be accommodated in temporary hutments or tents, whichever course is the more economical. It will be necessary to purchase or hire live and dead stock, but in doing so attention will be paid to the temporary nature of the measure. It is proposed that live stock purchases should be sold at the end of the period of training, but dead stock will be retained for use later.
6. The cost for the period for 100 places (200 men) is estimated to be £5,100, or including migration expenses, £6,700; details are set out on the Schedule annexed. If it should be necessary to extend materially beyond and additional 100 places, this will be done on similar lines on land, which the Forestry Commission have available in the locality. The cost would be about proportionate to the cost for the first 100.
7. A separate submission will be made regarding the staff required.

As from the 1st May, in addition to his Camp Orderly duties, he has acted as Medical Orderly in view of the fact he is an ex R.A.M.C. man.
He was practically promised an increase on remuneration for this service, but owing to pressure of work I have omitted to put the matter forward at an earlier date.
Would you please give me authority to pay this man an increase on 10/- per week, as from the 1st of May?

PR O P O S A L.
Scheme for Training Unemployed Men.
To establish a quasi-permanent Centre for Overseas training at High Lodge, as an annexe to the Brandon Centre, and to expend a sum not exceeding £10,800 on hutments, adaptations of stables, and byres, engineering services, sanitation and water supply.--------------
1. In connection with the decision of the Cabinet to encourage migration overseas and the extended programme laid down by Lord Lovat as to the requirements of the Canadian Authorities for men who have received a course of training to be ready to sail to Canada by the 31st March next, it will be necessary to expand the facilities in the winter months particularly. To this end, it is proposed to establish two additional quasi-permanent hutment centres as annexes to Brandon Centre (High Lodge and Cranwich) and to negotiate with the Central (Unemployed) Body of London for the transfer of the Hollesley Bay Colony as a Residential Training Centre. Separate proposals for Cranwich ~ Hollesley Bay are being submitted to the Treasury. Assuming training can commence at these three Centres on the 1st January next, it will enable about 600 additional men to be sent to Canada at the end of March or early in April, and a similar extra number during the remainder of the season.
2. Steps of various kinds are being taken to improve the recruiting machinery including enlisting the fuller co-operation of the Canadian Government, and the Shipping Companies. It is uncertain so far what effect on future recruiting the Harvester Scheme may have and the Training Centres may not be full, particularly outside the Canadian Season. Nevertheless there seems no alternative but to proceed in anticipation with the proposals mentioned above.
3. As regards High Lodge, a summer training camp was conducted there this year. The substitution of hutments for tentage will enable the Department to train men in the Winter and thus increase the total number of men trained for employment in Canada in the Spring. The site is on Forestry Commission land, and that Department has agreed to occupation for a period of not less than two years, subject to the payment of a small rent to the tenant. A small compensation payment may have to be made to the "shooting" tenant.
It is proposed that accommodation should be provided for 200 training places and that the normal course should be one of 13 weeks.
4. In View of the need for opening the Centre by the lst January, 1929, and to the calls which have already been made on trainee labour, it will be necessary to resort to contract for the manufacture and erection of huts, which will consequently cost more than in the case of West Tofts. The proposal to establish a hutment centre at High Lodge is subject to a reasonable prospect of arrangements being made by H.M.Office of Works for the completion of the necessary work by lst January.
5. H.M.Office of Works estimate (details not yet received) for the cost of hutments, adaptation of stables and byres, engineering services, sanitation and water supply is £10,800 (excluding H.M.Office of Works percentage charges). This sum is £570 less that the estimate for the provision of similar accommodation at Cranwich owing to the fact that some buildings available at High Lodge are suitable for conversion into stables and cow-byres.
6. Further proposals regarding live and dead stock, equipment, furniture, etc., will be submitted later.
